Candidate Portal - vacancy visibility update

From the Sage Y26.1 release, you can show vacancies to candidates using eligibility rules. This allows any configuration with the vacancy URL without a Portal name parameter to work as normal.

Vacancies are visible to candidates when they're active, have an application close date of today or later, and you've published to a Candidate Portal. If a candidate logs in to Portal A but accesses a vacancy in Portal B via a direct link (URL), they can apply successfully. The system redirects them to the Portal where you published the vacancy.
