Performance overview enhancements

These enhancements build on the redesigned Performance Overview process in Y24.2 release to bring the level of performance up to prior releases.

Performance overview enhancements in Y25.1:

Introduces the ability to print performance review details from the redesigned Performance Overview process
The Performance Overview page displays an empty state message when there are no active performance reviews
Removes the content block with the automatically calculated next performance review cycle dates from the Performance Overview screen
The Previous reviews dropdown in the Performance Overview process in WX now displays previous reviews using the start and end dates of the performance review period. It no longer shows the month and year when the review was completed. The date format follows the user's locale
